Thomas Avery was co-owner of W & T Avery Ltd. with his brother William. The Averys manufactured scales and weighing machines. The brothers steered the Smethwick-based company through a period of rapid expansion in the mid-1800s.Thomas retired from business and entered politics in 1864. He was an Alderman for 30 years and held the office of Mayor of Birmingham on 2 separate occasions.
His major civic achievements were:
- the development of a private waterworks under municipal (town) ownership in 1874
- the construction of a sewerage works in Saltley in 1878
