Notice to Owner
A Notice to Owner is a letter sent to the registered keeper of a vehicle when a Penalty Charge Notice (PCN) has not been paid.
This letter gives the keeper another chance to either pay or challenge the PCN.
What you can do
You have 28 days from the date on the Notice to Owner to:
- pay the PCN
- challenge the PCN - this is called making a formal representation
Only the person named on the Notice to Owner can make a representation, or someone with written permission from them.
How to challenge a Notice to Owner
You must use the method shown on the Notice to Owner to send your representation.
Do not send your representation to council email addresses, other websites or individual officers. It may not be received.
If we receive your representation within 28 days, we have 56 days to review it and provide a response.
What happens after you challenge
If your challenge is accepted, the PCN will be cancelled.
If your challenge is rejected, you will receive a Notice of Rejection.
